Healthcare Infrastructure Development - The TTSH Experience

Abstract Description

Tan Tock Seng Hospital (TTSH) launched the HealthCity Novena Masterplan (MP) in 2013. The MP represented the first integrated public healthcare masterplan in Singapore and provided a holistic and systematic approach towards development of healthcare infrastructure. The MP would position TTSH to meet the future healthcare needs of the population and provide an opportunity to introduce new models of care, improve connectivity and enhance community engagement. The MP has since been fully realized in 2024, with the successful construction of the Lee Kong Chian School of Medicine (2017), National Centre for Infectious Diseases (NCID)(2019), TTSH-Integrated Care Hub (with Dover Park Hospice, DPH)(2024), National Skin Centre (2023) and Centre for Healthcare Innovation (2019). The MP journey was not without its challenges – these included construction delays arising from the global supply chain disruption (Ukraine conflict) and the COVID-19 pandemic, and concerns from residents about the proximity of NCID and DPH to their homes. Specific challenges encountered for NCID and TTSH-ICH would be shared during the presentation. With the completion of the MP, TTSH has embarked on Phase 2 of the MP, which will see the greening and rejuvenation of the campus and the construction of the TTSH Ambulatory Care Centre.
