从卫健委《医疗机构设置规划指导原则(2021-2025年)》与WHO医疗资源数据可以分析出,内地医院建设正面临从规模扩张向效能提升转型的挑战。在政策层面,通过推进国家医学中心、区域医疗中心、分级诊疗等实现医疗服务均等化。建设模式也由大规模增量建设转变为增量与存量更新结合,实现医疗质量提升与空间资源集约利用的协同。结合近些年内地医院建设案例与实践,将探讨医院与城市一体化共享,研究型医院、专科中心平台化,医疗流程智慧化,医院全生命周期低碳化等设计策略。Trends in High-Quality Hospital Development in China. Based on the Guiding Principles for the Planning of Medical Institution Setup (2021–2025) issued by the National Health Commission and healthcare resource data from the World Health Organization (WHO), it can be observed that hospital construction in mainland China is facing a shift from large-scale expansion toward efficiency improvement. At the policy level, efforts are being made to achieve equitable access to healthcare services through the promotion of national medical centers, regional medical hubs, and a tiered diagnosis and treatment system. In terms of construction models, there is a transition from large-scale new developments to a combination of incremental expansion and the renewal of existing facilities-aiming to enhance medical quality while optimizing spatial resource efficiency. Drawing on recent case studies and practical examples from hospital projects across mainland China, this talk will explore several design strategies, including the integration of hospitals with urban systems, the platform-based development of research hospitals and specialized centers, the digitalization of medical processes, and the implementation of low-carbon approaches throughout the hospital's entire life cycle.

From Theory to Adoption of Innovative Technologies – Key Applications to Healthcare Facilities

Apart from providing unparalleled operation and maintenance service to public venues and healthcare facilities, the Electrical and Mechanical Services Department (EMSD) of the HKSAR Government, has consistently applied innovative technologies, aiming to shorten the downtime, improve operational efficiency and achieve energy savings. 


Multi-trade Integrated Mechanical, Electrical and Plumbing (MiMEP) represents a modern construction approach in which building service systems are prefabricated off-site, facilitating quicker delivery and installation. Compared with traditional methods, MiMEP in the Repair, Maintenance, Addition & Alteration (RMAA) industry has shown benefits in healthcare settings, including reduced on-site construction time, minimized risks and disruption in sensitive patient care environments. MiMEP has been adopted in chiller and AHU replacements at public hospitals.


In supporting the Hong Kong Government's Climate Action Plan 2030+ and its goal of achieving carbon neutrality by 2050, the EMSD has undertaken retro-commissioning (RCx) studies to optimise existing systems for enhanced energy efficiency. The RCx process identifies key opportunities for optimizing pump and chiller operations, implementing dynamic reset strategies, and integrating advanced predictive controls. A study implemented at the Main Clinical Block and Trauma Centre of Prince of Wales Hospital (PWH-MCB&TC) revealed significant energy savings opportunities within a short payback period, showcasing the scalability and practicality of adopting RCx for carbon reduction.


ChillStream®, a homebrew Artificial Intelligence (AI) chiller plant optimization system, was developed to minimize energy consumption based on real-time building energy usage and weather conditions without compromising resident's thermal comforts. Utilizing artificial neural networks for predictions and a hybrid optimization algorithm combining merits of swarm intelligence and evolutionary algorithm, real-time optimised control recommendations were feedbacked for chiller plant control. Presently, ChillStream® has been deployed to Tseung Kwan O Hospital Ambulatory Care Block, anticipating a 5% energy saving, with plans to extended its applications to other public hospitals and clinics in the future.
